Year Minimum Foundation building program completed
c. 1958

Elbert's program was delayed because Georgia wanted Elbert County and Elberton city, then separate systems to come together on building plans. They balked for years, finally coming to an agreement two months after Elberton - technically named Central - High burned to the ground in November 1955. The Nov. 8, 1955 Elberton Star said the damage was more than $500K and it came a year after the same building was quickly patched up after another fire.

With the merger completed in January 1956, bids soon came on what had previously been city and county projects. For Black students, Blackwell Memorial got a new high school building down the street from its then all-grades school. Elementary schools were built out in the county, Heard's Grove and (Northwest) Bowman.

Elbert attempted to stay in good graces with the Department of Health, Education and Welfare for 1967-68 by closing all-Black Jones Street Elementary. The July 21, 1967 Elberton Star said they also planned to transfer 17 teachers to schools of the opposite race.

Bowman became an elementary school in 1958. Elberton Colored was renamed Blackwell Memorial, for longtime principal Paul J. Blackwell, in 1948.
