Year Minimum Foundation building program completed

Carnesville High & Trade consolidated all high schools in the county, while retaining lower grades students from the Carnesville area.

Franklin County ticked off the federal government so much in 1967 that the 'High' part of Franklin High & Trade was fully integrated into Franklin County High that fall.

The June 8, 1967 Carnesville Herald and Advance talked up an upcoming visit from the Department of Health, Education and Welfare. The paper said 11 school systems had already had federal funds cut off and 29 were awaiting a visit.

"The districts designated as first priority are those which compliance officers feel deserve immediate attention because of lagging faculty or school desegregation," said the Herald and Advance. "Franklin County is listed as first priority."

HEW's findings raised enough alarm that Franklin brought in grades 9-12 from Franklin High & Trade.

Franklin High & Trade combined the other three high schools. It seems to have been known as Carnesville High & Trade for its first few years. The Georgia Educational Directory continued calling it Carnesville Trade despite evidence it took on the county name.
