Year Minimum Foundation building program completed
1955.

Cornelia Regional received a new building during Habersham's Minimum Foundation program. The 'Regional' part of its name was because it was a high school for more than Habersham students. Cornelia Regional housed Habersham African American students and it housed high school grades from White, Banks and Rabun counties. Even with four counties, a Sept. 15 1955, Northeast Georgian article upon its opening said there were 91 high school students enrolled.

Banks County students had previously been housed at Johntown in Jackson County, but moved to Cornelia in 1954, according to the Sept. 2 issue from that year of the Northeast Georgian.

Cornelia Regional closed in 1966. All students who had not already returned to their home counties - the Department of Health, Education and Welfare was attempting to cut out busing of Black students across county lines - did so for the 1966-67 school year. Habersham joins Catoosa and Chattooga counties as being among the earliest school systems with high schools to completely desegregate.

The April 14, 1966 Northeast Georgian announced the end of the dual system.

"Habersham county's Board of Education has signed Form 441-B in compliance with the Civil Rights Act and has completed plans for eliminating the dual school system in this county next September, Mrs. Nell Hallford, county school superintendent, announced this week."

The 441 forms referred to the document submitted to the Department of Health, Education and Welfare assuring cooperation in desegregation. By signing 441-B, Habersham was signalling that desegregation of students and faculty was complete and that the federal government had accepted this plan.

Integration had begun a year earlier. The Sept. 2, 1965 Northeast Georgia said four African American students were attending Cornelia Elementary, two were at North Habersham and five were at South Habersham.
