Year Minimum Foundation building program completed
1955.

Irwin built three Black schools during its building program, Ocilla High & Industrial,Mystic Elementary and Holt Elementary.

In retrospect, it is a surprise that Mystic was built. All that was requested for the building was five classrooms, according to the Sept. 4, 1952, Ocilla Star. The 1956-57 Georgia Educational Directory gave it those five teachers and seven grades. And it didn't last a decade. The last year it was listed in the directory was 1963-64.

Irwin would have been on the hook for 20 years for the building, per the state's rental agreement. The project was estimated at a shade under $77,000. Irwin spent more years paying for a building without students than one with them.

Had Irwin built later, Mystic likely would not have gotten an African American school and Mystic's students would have been sent to Ocilla, but Irwin was one of the first systems to complete a building program and there seemed to be more leeway in the early years. Holt stayed open until 1970, with eight teachers. It's more of a toss-up as to whether or not Holt would have been built, being as Holt is on the extreme east side of the county.
