Year Minimum Foundation building program completed
1954.

The new Dock Kemp was completed at the very end of 1954 and the Dec. 30 Wrightsville Headlight of that year said students were slated to move in on Jan. 3, 1955.

Unlike most school systems, Johnson County did not consolidate to its fullest extent with its Black schools at the time of building. Kite's 68 students were to move to Dock Kemp in January 1957, according to the Dec. 6, 1956 Headlight. Adrian's 53 students were to move in in September 1957.

Why the two were not consolidated with the new Dock Kemp's opening or at the start of the next school year is unknown. No doubt there is more unsaid in the Headlight, especially as Superintendent Buren Claxton did admit in that 1956 Headlight article that:

"The Superintendant said that the change was brought about by the inadequate facilities afforded at the two schools, as well as by the costly operation of the schools. He said that the consolidation is the first step in the long range program of improving the school system."

Adrian and Kite were the only other two Black schools in the county at this time. State stats show Johnson had been providing buses to its African American schools. There are seemingly no logical hold-ups. There was no benefit to having two schools this small and apparently in bad shape.

Had they been white schools, arguments to keep them might have affected the school board. But two, small Black schools would not have had that pull and the state would have recommended the two be closed five years earlier during the countywide survey to get school building funds.

Johnson was supposed to completely desegregate in 1969 after an order from United States District judge F.M. Scarlett. The April 24, 1969 Wrightville Headlight carried the decree and its order that Johnson's student assignments be geographic. An appeal to the U.S. Fifth Circuit was granted on July 10. This seems to have held off full integration for another year.
