Year Minimum Foundation building program completed
c. 1955-56.

All of Monroe County's African American schools were consolidated in Forsyth at Hubbard's large campus.

Much of Hubbard had burned in late 1953, described in the Dec. 3, 1953, Monroe Advertiser as two buildings. A new building had already been in the plans for elementary students and an addition to the high school.

Hubbard had been fortunate in that it did have another building, a dormitory which had been built for the state agricultural college for Black students before that campus was combined with Fort Valley.

The July 29, 1954 Monroe Advertiser described the new Hubbard as "one of the largest school buildings in this section of the state" at 45 rooms, with a few more rooms from what was left of what hadn't burned.

That 1954 Advertiser admitted that African American schools had been far from equal: "This will remedy the inadequacy of the school setup which has been a matter of regret and dissatisfaction to many of our best citizens for years and will mean much in the educational progress of the Negroes."
