Montgomery Monitor publisher Elliott E. Brack said in a March 15, 1968 editorial that locals should expect the federal government to fully end school segregation. Citing the 1964 Civil Rights Act as "the law of the land," Brack urged Montgomery citizens to comply.

Montgomery was already a late complier with desegregation. The same Brack editorial said the system had only done so during the 1967-68 school term. "Little incident" was reported, he said.
