Profile: Rabun County

Year Minimum Foundation building program completed
1954.

Ivy Hill, Rabun's sole Black school, did not receive a new building. A 1951 survey of county schools in preparation for Minimum Foundation funds, printed in the July 26 Clayton Tribune, only noted minor updates needed at Ivy Hill. It is quite possible these were done without fanfare.

Year of total integration
1965.

Rabun County fully desegregated in 1965, with all of the students from Ivy Hill entering previously white schools.

The desegregation order included more than Ivy Hill, which only served elementary grades. Rabun did not have a local Black high school, instead sending those children to Cornelia Regional in Habersham County. The May 6, 1965 Clayton Tribune noted Rabun had a very small Black student population in 1965 - 11 total. Eight were elementary students and three were in high school.

The mandate of complete desegregation was handed down by the federal government. A week after the announcement, the Tribune printed a letter from Superintendent Raymond Smith. Smith said the federal government threatened to cut off Rabun's federal money. That got the county's attention. Smith pointed out that during the past year, Rabun County Schools received nearly $84,000 in federal monies, which he broke down further to show where all the funds went. With that in mind, Smith said the board of education decided it was best to comply with the mandate.
