Year Minimum Foundation building program completed
1957 for Stephens County.

Toccoa city and Stephens County were separate school systems in the 1950s. Stephens' building program built Oak Hill Elementary. It is unknown when Toccoa finished its program, but it did not include anything major for its African American school, Whitman Street. It had been built before the Minimum Foundation program kicked off, finished at very start of 1951, according to the Jan. 11, 1951 Toccoa Record.

Toccoa city and Stephens County merged school systems in 1970 because of financial concerns. Prior to then, Whitman Street was being phased out in the city system. The March 28, 1968 Toccoa Record said grades 8-12 at Whitman Street were being sent to Toccoa. The paper said the rest of the grades were to be sent to Toccoa Elementary in 1969-70, but Whitman Street continued to be listed in the Georgia Educational Directory.
