Year Minimum Foundation building program completed
1957.

Carver High, Lillie Cooper Elementary, Dunbar Elementary (Sasser), Helen Gurr Elementary (Parrott) and Martin Elementary (Bronwood) all built under the building program. Dawson got a new white elementary school.

Despite all being finished in the first quarter of 1957, Terrell County Schools Superintendent Frank Christie declared than none but Carver would open at the start of the 1957-58 school year.

The June 27 Dawson News had comments from Christie where he called opening the other schools "inconcievable," claiming that Terrell would be losing $35,000-$40,000 by operating them. The Sept. 5 editiion of the newspaper had assurance from assistant state superintendent Dr. Claude Purcell that Terrell would get $600,000 that year to use the new schools.

In the meantime, the county board of education voted to open the schools, but had not taken the time to figure out organization of transportation, according to the Sept. 12 Dawson News. They pushed the start back to Sept. 30 for this purpose. Christie said Terrell did not have enough buses and said it would be until November until they could do something about it. He said Black students would have to furnish their own transportation until then.

The same Sept. 12, 1957 article said Black citizens purchased two buses they could use for this. Despite the system having a large African American population, the county operated four buses for Black schools. They had avoided much of this type of cost by spreading out 19 Black schools in the county.

Soon after, Terrell County faced allegations of illegally moving furniture and supplies earmarked for white and Black schools and making a hash of it.

Based on the Georgia Educational Directory, Terrell's total integration saw them abandon the rural Black elementary schools at Sasser (Dunbar), Parrott (Helen Gurr) and Bronwood (Martin). They had all been opened in 1957.

Carver became a junior high.

Other rural elementaries seem to have at least attempted high schools in the 1930s. Five of the rural schools went as far as 9th grade, according to the 1956-57 Georgia Educational Directory, though this is contradicted by an April 1956 Dawson News article.
