Year Minimum Foundation building program completed
1959.

Washington County was one of the last counties to get school-building monies from the Minimum Foundation. The main reason was that the white high schools in Tennille and Sandersville held out on consolidation. Then Tennille objected to a site for the new Washington County High.

When that was finally resolved, Washington could get building on its new schools. T.J. Elder received a new elementary building and Tennille got a whole school for D.D. Crawford Elementary.

Washington County fully intended to continue with Freedom of Choice for the 1970-71 school term, even going as far as to announce new courses for T.J. Elder High in the July 9, 1970 Sandersville Progress. A federal judge shut down this plan and Washington County had to come up with a new one, outlined in the Sept. 9, 1970 Macon Telegraph. It paired D.D. Crawford and Tennille elementaries and set up Elder as a grades 9-10 high school building with Washington County High handling 11 and 12.

Davisboro Academy, a previously all-Black elementary school, was discontinued completely.

The school year opened late to accommodate the change. It also caused headaches with the Georgia High School Association, whose leader, Sam Burke, talked to the Atlanta Constitution in the Sept. 10 edition about trying to fix football schedules as both Washington County and Elder would have fielded teams. "We spent two nights -and we're not near through - trying to workout something for them this fall," said Burke. Complicating matters was that the surviving high school, Washington County, was Class B, Elder was AA and the combined school was big enough for AAA.
