Profile: White County

Year Minimum Foundation building program completed
1953.

White County might have been the first in the state to finish its Minimum Foundation-funded schools. In this batch, Oak Springs was built for Black students in Cleveland.

Since 1955, White County's African-American pupils were bused to Cornelia Regional, as it was a larger, better-equipped campus. Cornelia Regional housed students from its native Habersham, as well as from White, Banks and Rabun counties.

The Aug. 27, 1965 Cleveland Courier announced the Department of Health, Education and Welfare's desegregation order was for all Black students from grades 8-12 to enter local schools for the 1965-66 term.

The Freedom of Choice form included Oak Springs Elementary, meaning it was allowed to stay open for another year. Oak Springs was not listed in the 1966-67 Georgia Educational Directory.

Based on a Jan 6, 1956, Cleveland Courier article, the high school was moved out of White County to Habersham County's Cornelia Regional. "For the betterment of the educational situation among the Colored people in White County," that article said, "their High School was moved to Cornelia, Ga." Oak Springs only had 50 elementary students.

White was not the only school system who transported high school students to Cornelia Regional. Rabun and Banks counties did so as well.

Cornelia Regional closed completely in 1966, with bused students returning to their home counties. This did not affect White County, which had already fully integrated grades 8-12 in 1965.
